Lebanon City Council to Consider New Logo, Building Demolitions and ALPR Rules Tuesday

The Lebanon City Council will meet Tuesday, Oct. 13, with a work session beginning at 6 p.m. and the regular meeting at 6:30 p.m. at Lebanon City Hall. The work session includes an update on improvements at Lebanon High School and a review of possible future code changes involving alcohol, short-term rentals, sidewalks, subdivisions and zoning.
Three of the larger items on the regular meeting agenda involve a new official City logo and slogan, demolition of two dangerous buildings and proposed regulations for the Lebanon Police Department’s automated license plate reader system.
Council will vote on adopting the new City logo and the slogan “Build Your Journey Here.” The proposal comes after roughly a year of work and more than 30 concepts. An earlier recommendation received an unfavorable public response, leading the City to reconvene participants in the process, narrow the options to six and select the version now going before Council.
Council will also vote on $28,800 in demolition contracts for dangerous structures at 480 Center Street and 858 Wood Street. Later in the meeting, Council will hold the first reading of an ordinance establishing rules for the Police Department’s ALPR system, including a 30-day data retention limit, restrictions on how the technology can be used and requirements for documenting searches and reporting its use to City Council.

Council will consider purchasing five vehicles, one utility task vehicle and related equipment from NRoute LLC. The resolution also includes declaring a 2011 John Deere Gator surplus, trading in certain vehicles and returning a 2021 Dodge Durango to the City’s active fleet.
Resolution No. 26-R-072 | Dangerous Building Demolitions
Council will vote on $28,800 in contracts with Bo Eilenstine Excavating to demolish dangerous structures at 480 Center Street and 858 Wood Street. The bids are $13,900 for 480 Center and $14,900 for 858 Wood.
According to the Council packet, new owners plan to build houses on both properties within one year of demolition. If a new house is not built, the demolition cost will be assessed against the property taxes of that property owner.
Resolution No. 26-R-073 | New City Logo and Slogan
Council will vote on adopting a new official City logo and the slogan, “Build Your Journey Here.” The City began the rebranding process about a year ago and more than 30 concepts were developed. After an earlier proposed logo received an unfavorable public response, participants were reconvened, narrowed the choices to six and overwhelmingly selected the version now before Council.
If approved, the City plans to phase the new logo in as new equipment is purchased and existing supplies are used. The new slogan will be incorporated into future tourism and economic development materials.

Council Bill No. 7078 | Automated License Plate Readers

The proposed ordinance limits ALPR use to criminal justice and lifesaving purposes and prohibits general surveillance, immigration enforcement, nuisance or code enforcement, monitoring lawful activity and the integration of facial recognition technology.
The proposal generally requires ALPR data to be destroyed within 30 days, with exceptions for ongoing criminal investigations and active missing or endangered person alerts. Every query would have to identify the user and include an active case number or specific law enforcement justification. The Police Chief would also be required to provide an annual report to Council, and beginning Jan. 1, 2027, data sharing would be limited to verified partner agencies.
This bill is scheduled for first reading only Tuesday night.
The regular City Council meeting begins at 6:30 p.m. Tuesday in the Stanley H. Allen Council Chambers at City Hall, 401 S. Jefferson. The meeting will be broadcast live on the City of Lebanon’s YouTube channel and Lebanon Now Live.
