What to Expect at Lebanon’s September 10th Zoning and Planning Meeting

The City of Lebanon Zoning and Planning Commission will meet Thursday, September 10, at 6 p.m. in the Stanley H. Allen Council Chambers at City Hall, 401 S. Jefferson.

The meeting includes six public hearings involving a proposed short-term rental, several property plats and replats, a church expansion project, changes involving Lebanon High School property and a proposed new Casey’s General Store.

Here’s what residents can expect.

Short-Term Rental Proposed at 154 Jessie Street

The Commission will consider a conditional-use request to allow a home at 154 Jessie St. to operate as a short-term rental.

According to the agenda packet, the property is in an RS-1 residential district, where a conditional use is required for a short-term rental. City staff reports that the required pre-inspection has been completed and the property meets the requirements.

The packet also notes that Church of Christ is approximately 600 feet north of the property and Southern Heights Church is approximately 1,050 feet south. Planning and Zoning Coordinator Kim Schomaker reported that she contacted both churches and neither has a school or daycare located at the church.

Following the public hearing, the Commission is scheduled to take action on the request.

Trinity Lutheran Church Planning Additional Building and Playground

A final plat request for Trinity Lutheran Church at 1300 Kent Drive is also on the agenda.

The church would like to construct an additional multi-use building along with a playground east of the new building.

According to the City’s staff report, Trinity Lutheran currently operates a program called Blessing Babies and Beyond, which receives donated items and allows families to get what they need once a month at no charge.

The City’s commercial building inspector and code administrator would work with the church when construction drawings are submitted.

Property Along North Jefferson Could Be Split Into Four Lots

The Commission will hear a request involving property at 1553 and 1551 N. Jefferson Ave.

The owner is asking to replat two lots into four. According to the agenda packet, part of the purpose is to give current renters the opportunity to purchase the homes they are currently renting.

Another lot would contain the existing billboard, while a fourth lot with frontage on Weaver Street would be available for future development.

City staff states that it sees no issue with the request.

Property at 2001 Beck Lane Could Be Divided

Another final plat request involves property at 2001 Beck Lane.

The request would divide the property into two lots, with the owner indicating that the second lot could be developed in the future.

The City’s Public Works Director has requested a 20-foot utility easement along the east front side of the property.

Lebanon High School Property Returns to the Commission

The Commission will again consider the Yellowjacket Acres plat involving Lebanon High School property at 777 Brice St.

The request listed on the September agenda would combine the property from four lots into one. City staff says the plat is intended to clean up the high school property by combining the current and newly acquired lots.

This issue also appeared before the Commission in August. At that meeting, the Commission approved the request as a replat from three lots to one, contingent on the plat being revised to show Jacket Junction remaining a City street rather than being vacated.

Planning and Zoning Coordinator Kim Schomaker said during the August meeting that the plat would be revised and an updated copy could be provided to commissioners at the September meeting.

Proposed New Casey’s General Store at Harwood and Lynn

One of the more noticeable potential developments on the agenda is a proposed new Casey’s General Store.

The Commission will consider a request to replat one lot into two at Harwood Avenue and Lynn Street. According to the City’s staff report, the purpose of the replat is construction of a new Casey’s General Store.

City code requires the property to be platted before new construction can take place.

The packet also addresses alcohol sales, stating that the property line is more than 100 feet from church or school property and therefore consent for alcohol sales is not required under City ordinance and state law.

If the project moves forward, the owner would work with the City’s code administration staff during the construction process and submission of civil drawings.

The plat included in the packet identifies the proposed Casey’s lot as approximately 1.994 acres, or 86,865 square feet, with the remaining portion of the property listed at approximately 4.716 acres.Full Agenda HERE: https://lebanonmo.portal.civicclerk.com/event/461/files/agenda/1260

Public Hearings Come Before Commission Votes

Each of the six requests is scheduled first for a public hearing. After the public-hearing portion of the meeting concludes, the Commission has separate action items listed for each request, allowing commissioners to consider each request individually.

The Lebanon Zoning and Planning Commission meeting begins at 6 p.m. Thursday, September 10, at Lebanon City Hall, 401 S. Jefferson.

Lebanon Now will continue following these proposed developments and the decisions made by the Commission.
